Tender for Research: Significant inequalities in Scotland
The Equality and Human Rights Commission (the Commission) aims to champion equality and human rights for all; to eliminate discrimination, reduce inequality, protect human rights and build good relations, and ensure that everyone has a fair chance to participate in society. The commissioning of research to fill gaps in our current knowledge and evidence base is a critical part of our strategic priority to build an authoritative and responsive organisation.n the context of the Scottish Government National Performance Framework, which has a National Outcome to, within ten years, Scotland will ‘have tackled the significant inequalities in Scottish society’. This research offers the Commission an opportunity to inform and influence the debate surrounding this National Outcome, in particular relating to the issues that matter most and the priorities for action that should be the focus of our attention in addressing significant inequalities in Scotland
This Invitation to Tender (ITT) is for a research study that will investigate the most significant inequalities in Scotland, and, of these, which it is important for the Commission to tackle now.
The research involves four stages of work:-
1.The first stage involves defining how ‘significant inequalities’ will be understood and defined for the purposes of this research study. This involves setting out a clear set of criteria to explain why the chosen definition has been adopted for this study.
2.The second stage involves drawing on the indicators developed through the Equality Measurement Framework (EMF) to select from the long list, a small number of indicators that will provide the focus for detailed analysis of significant inequalities. As with stage 1, a clear explanation of the reasons for making this selection will be required.
3.The third stage then involves undertaking a rich and thorough analysis of the research evidence and policy activity relating to the short-listed indicators.
4.Finally, the fourth stage involves offering suggestions and solutions for how the Commission could work to tackle those significant inequalities that have been identified as of importance to tackle now. We are interested, through this work, in hearing suggestions and solutions that are applicable in a Scottish context; that will impact on the life chances of those people experiencing the most significant inequalities in Scotland.
Our intention is that this work will commence on Monday, 14th September with the draft final report submitted at the end of March 2010. The budget for this work is in the region of £70-80,000, inclusive of VAT (if applicable).
